Hmm isn't that the dua that one recites after a death. And is to be recited frequently, or just a set number of times per day will do?

Our Beloved ProPhet Peace be upon Him said, for any kind of sorrow or dislike situation rEcite this Ayat,

When do we recite this Ayah ?

A prevalent perception in our society is that the words Inna Lillahi wa inna ilayhi Raji un are only recited at the time of someones death. However, this perception is not correct.

This ayah is to be said in cases where a person has suffered any kind of loss, be it the death of a person (Muslim or non-Muslim) or any living creature, loss of wealth or property, deterioration of health, etc.

There is one Hadith where the Prophet (peace and blessings be upon him) is quoted to have said "Inna Lillahi wa inna ilayhi Raji un" when the lamp went off at night.
Ayesha (May Allah be pleased with her) asked him, "O Messenger of Allah. Is this also a calamity?"
Allahs Messenger replied, "Yes. Whatever hurts or causes difficulty to a Muslim is a calamity and on bearing it patiently, it carries Allahs promise of reward."

In addition to the above, u can read two rakat Nafal of Namaz-e-haajat then make dua 
u’ll benefit :).

How do you pray Saalat ul Hajaat? I have prayed it before I think I still feel numb though. bohut kuch kiya hain, darood bhi parha hain. I don't know ke abh kya karna chahiye.

The method of praying salat ul hajaat is same as u read two rakat of nafal. In last (second) rakat after rakow or in last (second) Sajda u can pray dua to Almighty Allah SWT.
Allah SWT! surely will listen ur dua and if it is not fulfilled at the same time then it will be kept for some other reason. The best things u don’t lose hope and be patience. everything will gonna fine.

maiN 'emotional numbness' kaa saHeeH matlab nahiiN samajh paaya huN...vaise, du'aa kar dene kaa maqsad yeh nahiiN hotaa k Allah aapkii du'aa se majboor ho jaayegaa...Allah bahtar jaantaa hai k kis du'aa meN Khair hai...isii liye, har du'aa se kahnaa chaahiye k "yaa Allah, agar yeh du'aa mere Haq meN ho to qubool farmaa varna maiN raazii-ba-razaa-e-Ilaahii huN".
asking for du'aa is NOT guaranteed to eb accepted. yeh yaad rakhnaa chaahiye hamesha.**

"According to Imam Musa bin Jafar al Kazim, to remove worries, recite any 100 verses of the holy Quran and at the end recite 3 times" : "O Allah, drive the misfortune away from me".
