Depends on budget. 600D is known as T3i in the USA it was released in 2011, its good camera but now 3 years old. Compare its price with newer 650D and 700D models. If the newer models are affordable then consider them instead of 600D. This does not mean that 600D is not good just that new models have some improved features like both 650D and 700D have new generation of image processor.
Another thing to consider when buying a DSLR is that its not the camera body but the lens that will give you good images. If you are new to this DSLR world then I would suggest to start with minimum investment and then buy more expensive lenses later when you've learned the art and find their need.
You will get a 18-55mm kit lens with the camera which is really good way to start off. It has 3x zoom and performs really well for outdoor shots. My suggestion will be to buy a canon 50mm f/1.8 prime lens as well. Its cheap and costs 100 US$ or even less. Another thing to buy is a memory card and a carry case for the camera.
When buying compare prices from different vendors and online stores to get the best deal.

I was told the same thing as ekumunng by the electronics store camera rep. Great thing about cannon is that it can work with most of the lenses out there so doesnt matter which kind camera you have as long as you get the good lenses, it should be fine.

Yes, lenses make big difference. But I have read newer camera bodies have enhanced filtering and other features which an amateur photographer with little experience can use and have great results.
Anyhow, for beginners for the most part, any decent model is fine as long as lenses are of high quality.
The card also needs to be high quality unless one does not mind waiting for next picture till camera writes previous image on the card. Certainly high speed continuous shooting is not possible with low grade cards.
Use compatible flash and must know how to manipulate flash features in different foregrounds and backgrounds.
Simple books as well as manuals which come with camera and external flash need to be read.
