How long does it take to get one? What time frame should be there between a learner’s and a full license? This is for Punjab.

When can you take the test? Is it possible to get a learner’s license before you are in the country? I mean can someone else apply on your behalf? I will be visiting there for a month or so hence need the info quick.

Some years back, an agent had fetched me a learner’s licence for 500 bucks in almost 15 minutes. And yes, I wasn’t there! This whole licencing system is hellishly messy.
