How long does it take to get one? What time frame should be there between a learner’s and a full license? This is for Punjab.
When can you take the test? Is it possible to get a learner’s license before you are in the country? I mean can someone else apply on your behalf? I will be visiting there for a month or so hence need the info quick.

No I dont think so but You can use quaid e azam's foto to make that happen.

Some years back, an agent had fetched me a learner's licence for 500 bucks in almost 15 minutes. And yes, I wasn't there! This whole licencing system is hellishly messy.

I got my licence without giving test :p but I took classes in Islamabad from police so after classes without taking test they gave me licence in a week, n learner was issued on the day I applied for classes,n its almost 6 to 7 years bck

Not a big deal in Pakistan you can pay 3K and get the license in few days time in Pakistan without even giving the test infact you can even get the International driving license too!
