If CM is not responsible than who is responsible? You wrote that he should question elected official … So, what you mean, CM is not elected official?
If Q A Shah was honest and competent than Karachi would have had honest and competent officials running the city, policing and judiciary would have been honest, and that means no manhole without cover, plenty of jobs, no hunger or police excesses, no bribes or street crimes, no shortage of water or electricity, and city would have had all kind of facilities, amenities, and cleanliness of good standard.
