That allegation has never been actually proven in a court of law. Until a sentence is pronounced upon him by a court, it remains an alleged offence.
Same with the selling of technology. No court has ever established whether or not there was any truth to his claims of having sold nuclear technology, so he is only alleged to have been responsible.
