1. Pakistan is not the US.
2. AQK aquired the technology by nefarious means from Europe.
3. He sold it to rogue nations such as Libya, N.Korea
4. Pakistan was hiding these transactions unlike the US - obvious pangs of guilt here, trying to protect aid
5. Finally, given the nebulous nexus between the govt, isi, khan labs and terrorist outfits, suspicions that AQK is capable of selling such weapons to terorrist orgs such as Al Qaeda, Hizbolla and LeT are not far fetched.

1. Both Pakistan and US are countries on this planet.
2. AQ Khan is a scientist and like all scientists he has the right to work wherever he wanted to.
3. Rouge nations often get weapons and technology from US.
4. These transactions were just kept secret.
5. Where are these organizations? Even if they exist somewhere, they must be using ThinkPad and Nokia to communicate.
