Let me ignore the generalization and foolishness of this statement, but what does this have to do with the topic of the thread? Ya adat parh gayee hai chawlain maane ki.

I think he wanted to say that western woman is more mazloom than eastern counter part, as she has taken up additional responsibilities in the name of independence.
