Well, I'm sure the legal definition varies from jurisdiction to jurisdiction but here in the states, it's almost never anyone over the age of 18 (though the age of majority can vary on a state by state basis). Suggesting otherwise can land you in hot water with Dateline NBC.

but since you quoted me anyway, I meant in terms of looks, style etc. You'll find lots of teenagers who don't look anywhere near their age.
If a girl walks around dressed a certain way, you cant blaem a guy for looking at her, even if he doesnt know how old she really is. unless she's in a school uniform....thats a dead giveaway.

whats the big deal here. The only way i can imagine a girl being offended by her sig other lookin gat other girls will be if he's sporting a boner as well.

As long as its just a glance, a innocent glance cause some girl/guy passed by your husband/wife. People generally look around when their walking around, that's. BUT if he's ogling and his eyes are about to pop out of his skull, OR he's staring and trying to make a sly move or sporting a boner--------then I'd do something pretty awful to him :)
Guy's seem more possessive specially paki men, they seem to act as if they can check out every girl under the sun but their wives can't! That's just wrong.

That’s perfectly fine! We carefully apply our eye-makeup, invest in lashes and extensions, spend lots of time and money on our eyes. We have every right to stare!

There is no equivilience here. Because although both genders have eyes. :) Men are visually stimulated whereas women are not. Therefore, looking holds a greater gravity when you speak of men doing it. Perhaps this is also why they are more liable to have a wondering gaze.

Couple of years ago we were at mall as she was looking for some hair products and a hot gal entered the store I was like “look …cute girl” and my wife was like “look at her bf, wo bhee tu kitna pappu hai”

It depends where you live. At some places men do not need to be watching here and there to look.
