^ RA and ISI are both going through major internal changes. New operations will have more of a global outlook then previous sub continent operations. As global village gets smaller everyone is out to grab whatever they can. India has Iran, Afghanistan and Israel. Pakistan has China, Saudi Arabia and pockets of bangla and separatist in north eastern in india.
RA is very active in Afghanistan with Mosad and ISI is very active in north eastern India and in Punjab, its tit for tat.
both parties need to do this for strategic planning and defense. its normal everyone does it.

From 1960-1980, Hindustan used to blame all it's problems on CIA so I don't believe a single word when they accuse Pakistan of anything.
Hindustan is just obsessed with blaming it's bloated population's problems on others.
Maybe, those 50,000 Dalits who converted from Hindu repression to Budhism was also the work of ISI as well.
