Try to understand this people.
99.9% of doctors are "practitioners" not scientists or inventors or discoverers. They are trained in a certain way to act. Like the people working on a computer program, they essentially move in direction where the system leads them.
Now US is at present at forefront of medical science and rest of the world follows.
Now US health system does what health industry makes it do.
The days of diagnosing diseases by clinical sense are OVER. Now tests have been incorporated into diagnosis, there are screening tests, confirmatory tests etc. etc. And its done in this way bcoz health industry makes a kit that is sold for tests to be done. That is going to be the way in foreseeable future. So stop whining and get on with it.
