What has surprised us is that even when the TTP claimed responsibility for this horrendous act of brutality we still see some who indulge in conspiracy theories and blame CIA, RAW and MOSSAD.

My reading is following:

It is the belief of such conspiracy theorist that TTP is created and operated by CIA and RAW as a strategy to keep Pakistan in the state of turmoil. This way, such state of turmoil and usage of puppet govt. of Pakistan, CIA/NATO is justifying its stay in the region.
