This is not a qualified statement, because Shari’ah (complete) has never been applied today you cannot argue that it doesn’t work for today.
A state methodology will work so long as people are running it the way it should be run. Islam only requires one thing as a prerequisite to running Shari’ah correctly. That is ‘for the sake of Allah’; when intentions become smeared then the prerequisites are compromised and the system will be changed to suit the need of people who are in control. Verily, every effective democracy in the world is in fact hegemony where true rulers are never seen in the public view for criticism and ministers (perceived rulers - mouthpieces) are subject to change and this rotation appeases the masses making them believe that true democracy exists. The reason why democracy fails in other countries is because unwittingly they put persons of power in the limelight. False democracy - capitalistic hegemony is the current world regime and it is successful because those on the top are fulfilling their requirements of the main principle of capitalism which is strive to gain at all costs. So this successful system is at the same time a very unethical one. It therefore cannot be used as an argument to suggest VALIDITY. Rather than finding a system that suits us, we should bring changes to ourselves to suit the best ideology and practical system.

The law has two aspects, one is legal the other is ethical. Most Islamic laws and systems are adopted and used in the world, especially Western countries. Social Security is one such system, there are many more. Every Muslim has to operate in accordance with the moral ethical law of Islam. So the point you are trying to make is a mute one.
No that is not what anyone wants. Rather some sort of truthful debate is required.
