It is according to Islamist ideology. See Qutb, probably the most influential Islamist ideologue, for instance (Qutb, Mawdudi, Khomenini, and Al-Banna are to Islamism what Marx, Lenin, Engels, and Mao are to Communism). Any country without shariah is a target for “jihad” for shariah is to be extending globally according to Islamism.
