I don’t know much about Afghanistan. But under the Taliban regime, on TV, some women were shown reduced to beggar status. So maybe the rule does not apply to bandis?
Also, I am not sure a beggar is one out of choice. Children are kidnapped and turned to beggars so that their kidnappers can live off them. If the children happen to be of Pathan origin…
