They can understand Quranic Arabic as much as modern day English street punks understand Shakespeare or we Urdu speaking people understand Ghalib.

I hope you meant that ‘Yes, they can understand Quranic Arabic’ because that’s the only answer. As long as you can understand Arabic, you can understand the Quran. The level of complexity is higher than colloquial Arabic but the interesting thing about the language is if you are a speaker or a listener, you will know what it means.
