only basis is to make them more manageable in term of administration point of view.

I would also suggest that security, policing, land marking, zoning, safety, driver licensing should be issued and provided by province.

defenc, printing money, creating armies, and foreign affair should be controlled by islamabad.

it think, it is best solution and good balance of powers.

You are telling about empowerment and transferring of powers to provinces. Can’t these things be done without dividing the existing province.
