you do NOT have to TELL them but you know our culture…people try to hurt intentionally by their words…there have been instances where i gave money to a close relative from my Sadaqa fund but this other jeaolous person spread the rumor and told that person that i gave the zakaat to him and he was a bit embarrassed about that.
