Well,nothing new.India has a majority of people like this.Their population consists of poor people,living in shacks,rumheads etc.
I remember slumdog after watchin' this funny picture.:)

The guy could be looking somewhere else. Sometimes we think people are looking at us...when they could actually be looking at someone/something near or behind us.

BUT yes.....it's also likely that he's shamelessly checking her out.

And Katrina Kaif, I'm sure, has lived in India long enough to know what clothes would be more appropriate/suitable/draw less attention in various environments among various crowds.
