For sake of discussion, FOB = born and raised in Pakistan that come to US/UK etc in late teens or early 20s.

foreign born - those born and raised in another country

IMO, the one difference is the accent. Not to say that having an accent is bad, but it is a difference. that’s alll.

Well, in that case there isn’t much of a difference between the two.
