So I have been hearing a lot of designers talking about chiken kari dresses, when I see those dresses they look like shadow work to me.
Can someone tell me if there is any difference between the two?

yes there is a difference....
shadow work is when there is embroidery done on the "right" and "wrong" side of the fabric.....usually you will find the outline of the pattern (a flower) embroidered on the "right" side of the fabrid and then the outline of the pattern (let's say a flower's petals) are filled in with thread work on the "wrong" side of the fabric.
ckikankari has embroidery but not the shading.

Chikankaari is actual embroidery done on the fabric while shadow work is a stronger 'outline' on the fabric that's filled-in with colored thread from the back so that the color shows through the fabric.
