I think this verse discuss the 'secret societies' of jews that were 'men only'. such secret or covert groups were created by the two saints by the will of Allah. and the purpose was to get the jewish people (who were subjects at that time) rid of their rulers with 'external' help. Same concept was tried by the jews against the reign of hazrat suleiman (as) who called him a sinner or unbeliever and same tactics was employed by jews at the time of the holy prophet(pbuh) pretending to be following the teachings of two saints of Babylon. Quran warns them that they will not be successful this time and will not benefit from their designs.

My statement was perhaps too terse as I tried to cover everything with minimum words but my understanding is not just based

on dry logic and philosophy . for instance, my understanding is that the two 'Malakain' were not

actually angels but angelic, saintly persons, may be prophets. My understanding is based on following quranic evidence

The 'two angels' signifies two holy men [word 'Malak' has been used for hazrat yousaf (as) -verse 12:32. -- a sign that it can be used for humans] because th etwo angels are mentioned teaching something to the people and angels do not live among people and do not have free interaction/communication with them (verse 17:95.
Say, ‘Had there been in the earth angels walking about in peace and quiet, We should have certainly sent down to them from heaven an angel as a Messenger.’
verse 21:8. and we sent none (as messenger) before thee but men to whom we sent revelations ....)

Brief Explanation:

This verse mentions three different eras/events.
1) Hazrat suleiman (as) and his adversaries
2) Haroot and Maroot of Babylon
3) The people (especially Jews) who were conspiring against the holy prophet (pbuh)

Now Translation of 2:102 to 2:104

2:102) And now when there has come to them a Messenger from Allah, fulfilling that which is with them, a party of the people to whom the Book was given have thrown the Book of Allah behind their backs, as if they knew it not.

2:103) And they (the jews against the holy prophet(pbuh)) pursue the course which the evil ones followed during the reign of Solomon. And Solomon did not disbelieve; but it was the evil ones who disbelieved, teaching people falsehood and deception.
And they (the jews against the holy prophet(pbuh)) pursue what was revealed to the two angels in Babylon, Harut and Marut. But these two (Harot, Marut) taught no one until they had said: ‘We are but a trial, do not therefore disbelieve.’ So men (people at the time of Harut Marut) learnt from them that by which they made a difference between a man and his wife, but they harmed no one thereby, except by the command of Allah;
(on the contrary), these people (the jews against the holy prophet(pbuh)) are learning that which would harm them and do them no good. And they have certainly known that he who trafficks therein has no share of good in the Hereafter; and surely, evil is that for which they have sold their souls; had they but known!

2:104) and if they had believed and acted righteously, better surely would have been their reward from Allah, if only they knew.
