agreed, but democracies have institutions to control elected dictators. And we cannot establish strong institutions unless army gives up its habit of interferring in poliitcs.

but the reason deomcracy doesnt work in pakistan is not our low literacy rate…the problem is the FEUDAL SYSTEM…thats the problem…i dont think illiteracy should be a stumbling block on the path of the implementation of democracy in pak..
