WASHINGTON: **US officials and investors pledged support for the 4,500MW Diamer-Bhasha dam on Wed*nesday, calling it Pakistan’s “smartest choice” for economic development.

The remarks, made at a one-day conference on the dam, encouraged Finance Minister Ishaq Dar to say that Pakistan would soon overcome its energy problem.

“We have demonstrated our commitment, have acquired land and done the preliminary work,” he said. “The investors should come forward with the confidence that it’s a win-win situation for them.”

Later, briefing the Pakistani media, **Pakistan’s Ambassador Jalil Abbas Jilani **said the project would recover its cost in eight years and “start giving dividends”.

“More than 30 years in the making, the Diamer-Bhasha dam has the potential to accelerate broad-based economic growth across Pakistan,” said USAID Administrator Dr. Rajiv Shah.

“By convening this meeting, we hope to unlock opportunities for US businesses and investors, which will help make the dam a reality.”

Mr Feldman assured more than 120 investors and business representatives that the White House and the State Department were committed to backing Pakistan’s efforts for meeting its economic and energy needs.

The finance minister told the investors: “We will offer whatever facilities you need because we need both the dams, Bhasha and Dasu.”

Ambassador Jilani gave a brief outline of the two projects.

Diamer-Bhasha will produce **4500 MW of electricity. It can also bring about “a revolution in agriculture,” by storing 8.1 MAF of water. It can water almost 30 million acres of land **and can mitigate the adverse affects of floods.
It will also support other existing projects and **enhance the life of Tarbela dam by 35 years.

The government has not only acquired land for the project but also has compensated those who would be displaced.
The total number of people affected by this project will be less than those affected by the Tarbela and Mangla dams.

The government has already done a study on possible environmental and social impact of the dam while the **United States **will do another study.

Minister for water and power **Khawja Mohammed Asif, Secretary Finance, Secretary EAD and chairman WAPDA **also attended the conference.

Ambassador Jilani said that although Pakistan was still trying to overcome the security problem, “security is no more a major concern for investors.”

He clarified that nobody in the international community had taken India’s objection to the project that it was being built on a disputed land – seriously.

“It’s not an issue, here in the US or anywhere else. No country can veto this project,” the ambassador said.“This is being built within the parameters of the Indus Water treaty.”**

The ambassador pointed out that a large chunk of the **$12 billion the World Bank **gave for economic development in Pakistan was for the energy sector.

The government had already spent **$400 million on the project, **had established an authority, built a residential colony for the workers and was now working on three model villages for those who would be displaced.

**“We are serious about this project and trying to complete it within the stipulated period,” **he said.

At another briefing to the media, US Ambassador to Pakistan, Richard Olson, said that while “everyone acknowledges challenges in the security environment in Pakistan,” it would not affect this project.

“The country has had democracy for six years, there was successful transition of power and the current political debate was also within the Pakistani constitution,” said the Ambassador when asked if Imran Khan’s sit-in could also have an impact on the project.

“We are supporters of the constitution, democracy and the rule of law.”

David Larry Sampler, who heads the Pakistan and Afghanistan section of USAID, said the investors were aware of “ups and downs of Pakistani politics” and had done business in other similar places.

Mr Sampler also disagreed with the suggestion that the US withdrawal from Afghanistan could also affect the Bhasha dam project.

“The US is not exiting from Afghanistan. We will continue to be robust and engaged in Afghanistan,” he said. “Our interest in this region remains strong.

Greg Gottlieb, head of the USAID mission in Pakistan, said US investors were interested in a wide variety of energy projects as the United States continued to work with the country to help it overcome its energy deficiency.

WASHINGTON (Dunya News) – United States has assured international investment for the construction of Diamer Basha Dam, today, declaring that solution to the energy crisis is imperative to democracy in Pakistan.
Workshop had two separate sessions and dozens of American investors participated in the workshop conducted by the American government and reviewed the Diamer Bhasha Dam project.

Addressing the meeting, Head of United States Agency for International Development (USAID) Rajiv Shah and American Ambassador Richard Olson said the smooth transition of democratic power in Pakistan has proved that Pakistan believes in democracy and has therefore restored the confidence of the United States.

They said America does not intend to put Pakistan’s democracy at stake merely because of the energy crisis. So America would not only be providing investment for Diamer Bhasha Dam but other power projects as well.

They also assured the American investors that their investment would be safe as Pakistan has guaranteed the safety of the investments and has never in the past been a defaulter in the payments of the international loans.

They further pronounced that according to the formula devised by US President Barak Obama, the aid provided to Pakistan would follow the same pattern of the aid provided to the African countries to combat energy crisis.
On this occasion, Pakistan’s Federal Minister Finance Ishaq Dar pin pointed the achievements of his government in the past 13 months.

He stated government is dedicated to construct other dams in addition to Diamer Bhasha Dam and are ready to provide every bit of assurance to the international investors.

WASHINGTON -** Federal Minister for Finance and Economic Affairs Ishaq Dar, met International Finance Corporation (IFC) Executive Vice President Jin Yong Cai to discuss IFC’s program portfolio in Pakistan.

Cai appreciated the policies of the government and informed that IFC’s presence in Pakistan was second biggest in the region. He elaborated that IFC is most actively involved in financial sector and was looking for investment in the power sector. He said that IFC was investing $125 million in 3 Gorges Company for investment in South Asia which will finance quality projects in the region and Pakistan will especially benefit from it. He informed that IFC was closely examining the privatisation of distribution companies and was interested to participate in the process.

Senator Dar appreciated the interest of IFC in Pakistan and invited him to participate in financing of Diamir Basha Dam. The finance minister informed him about the successful holding of Diamir Basha Dam opportunities meeting. The IFC official said that he will do risk profiling of the project and inform the government about it. Talking about trade the IFC chief executive officer assured Senator Dar of his continued support towards initiation of nine million dollars programme aimed at improving the labour standards in Pakistan, to bring them in line with the international requirements and standards.

This would in turn give a positive boost to the textile industry of Pakistan with respect to its exports. He spoke of a Buyers Forum being organised in Islamabad in collaboration with the government of Pakistan towards the end of the current year. IFC further committed to support Pakistan at all relevant forums towards the creation of an improved business and investment climate.

The United States Deputy National Security Advisor for International Economic Affairs, Caroline Atkinson, met Federal Minister for Finance Senator Ishaq Dar in Washington DC.

The finance minister while welcoming Atkinson apprised her of the successful meeting on Diamer-Bhasha Dam and said that the participation in the conference was diversified with US investors and financial institutions showing keen interest. The minister said Pakistan’s economy was on the right track and macroeconomic indicators had started showing good results. The first year of the government exhibited good fiscal performance and lending institutions are confident about Pakistan’s economy despite recent hiccups on the political front in the last 50 days, the minister said.

Ishaq Dar informed Atkinson that the PML-N government was actively working on the subject of electoral reforms as the same was part of its manifesto. He said that national and international observers had lent credence to the last general elections and the government was hopeful that the current issue of sit-ins would be resolved soon through political dialogue.

On economy, the finance minister said that during the last year the economic indicators remained positive. The GDP growth after six years touched 4 per cent, revenue growth is 16 per cent as compared to previous 3 per cent while remittances have gone up to 13.7 per cent and as a result the external vulnerability was reduced.

Atkinson expressed her satisfaction over the positive trends exhibited by Pakistan’s economy during the last 12 months and said that she was looking forward towards the Pak-US Economic Working Group meeting. She pledged her all out support to Pakistan for the IMF programme and hoped that Pakistan’s foreign exchange reserves would attain a desirable level and Pakistan would overcome its energy shortfall and tariff hiccups.

Atkinson appreciated the exchange of delegations and expertise between the two countries in the technological and information technology areas and stressed upon making bilateral investment treaty a complete success. The finance minister said that the concerned quarters in Pakistan were working with USTR on BIT and both would arrive at a desirable arrangement soon.

BEIJING: Finance Minister Ishaq Dar met with Executive Vice President of China Development Bank (CDB) Zhao Xiaoyu in Beijing, during which the latter agreed to sponsor an awareness conference for prospective investors for the construction of the 4,500MW Diamer Bhasha Dam, Radio Pakistan reported.

Dar said there is potential in the country’s energy, power, mining, agriculture and infrastructure sectors, and the bank would reap further dividends if it teamed up to develop these potentials.

The finance minister mentioned that Pakistan’s policy regime in the power sector has proved to be fruitful.

Zhao Xiaoyu expressed appreciation for Pakistan’s cooperation particularly in the investment sector.

He said the China-Pakistan Economic Corridor had opened up a wave of opportunities, and Pakistan was increasingly providing a good space to companies to establish their footprint.

I didnt know we needed approval from the US to realize Diamer-Bhasha dam was good for Pakistan.

DB dam is good and need of the hour. However, I hope that the project, its costs and investment terms and conditions get debated in the parliament, and decisions are not made unilaterally. (knowing the nature of the emperors, its unlikely that any of that would happen)

ECNEC meeting: Govt approves funding for Diamer-Bhasha dam

ISLAMABAD: ** After months of foot-dragging and delays, the federal government on Monday finally approved Rs101 billion for land acquisition for the construction of Diamer-Bhasha dam as well as the rehabilitation of people who would be displaced, clearing one of the biggest hurdles to completing the $14 billion, 4,500-megawatt hydroelectric power plant, the largest infrastructure project in Pakistan since the construction of the Tarbela dam in 1974.

Headed by Finance Minister Ishaq Dar, the Executive Committee of the National Economic Council (ECNEC) – the country’s highest authority for development spending approval – cleared the Water and Power Ministry’s funding request for the project, despite having termed this level of cost to be “exorbitant” in its October meeting.

The funding approval for the project will likely address the concerns of the local population. A total of 32 villages with a collective population of 25,000 people will be affected due to the construction of the dam. Many among the local population were demanding high rates of compensation in order to move from their land, to which the government agreed, clearing the way for 4,500 megawatt hydroelectric power generation project to proceed.

Of the Rs101 billion, Rs49.8 billion has been sanctioned for land acquisition and compensation. Another Rs24 billion will be spent on the construction of three model villages, and Rs8.7 billion on social safeguards for the affected people, and Rs634 million for environmental protection.

The government’s dithering and poor management on the project have caused the costs for the dam to skyrocket. The land purchase and rehabilitation component of the project was originally approved by ECNEC on November 6, 2008, at a projected cost of Rs60 billion. However, the government had not secured the consent of the local population at the prices then offered, leading to delays that raised the overall cost of this phase of the project by 67%.

The government has recently reassessed the construction cost of Diamer Basha dam at $14 billion. It is seeking $5 billion from international lenders for the construction of the dam over a period of eight years. Pakistan has been seeking to construct the Diamer Basha dam for a long time but has continued to face reticence from international lenders in financing the project.

The approval of the project will help address the concerns of the Asian Development Bank – the country’s single largest foreign lender. The ADB had initially indicated giving over $4 billion for the project but later on backtracked from its commitment. The World Bank has already declined to invest in the project, saying it was located in a disputed territory.

Neelum-Jhelum hydropower project**

ECNEC also approved Rs21.6 billion in funding for the transmission of power from the Neelum-Jhelum hydropower project. A 270-kilometre 500-kilovolt transmission line has been proposed up to Gujranwala, which will be constructed in two phases. The first phase, a 145-kilometre line from Neelum-Jhelum to Domeli near Rawat will be completed by December 2015, where it will be connected with the existing 500kV Rawat-Gujranwala transmission line as a temporary arrangement. The remaining 130-kilometre transmission line from Domeli to Gujranwala will be completed by December 2016.

ECNEC also approved funding for another two 500kV, 5-kilometre double-circuit transmission lines being set up to connect the 720-megawatt Karot and 650MW Azad Pattan hydroelectric power projects to the Neelum Jhelum-Gujranwala transmission line. The 969MW Neelum Jhelum hydropower project is expected to be completed by 2017.

Railways projects**

Pakistan Railways also submitted requests for five projects worth Rs79.2 billion for ECNEC’s consideration. The committee approved two of them, cleared a third one in principle, but deferred action on the remaining two projects.
It approved replacing obsolete signal gear from the Lodhran to Multan juncture. ECNEC also sanctioned, in principle, the procurement of 75 diesel electric locomotives. Two projects to procure high capacity carriages and upgrading signal equipment were deferred.

Passports and visas**

ECNEC also approved the Rs5.9 billion second phase of the Machine Readable Passport and Visas project, which would install equipment for issuing machine readable passports and visas at Pakistan’s foreign missions.

Scholarships and land management**

ECNEC also accorded approval for establishment of a Rs10 billion ‘National Endowment Scholarships for Talent’ (NEST), a project to be funded from the development budget for the next four years.
The committee also approved the Rs12.3 billion Punjab Land Record Management & Information System (Phase-I).
