Is it backed by religion or is just a cultural superiority that afterwards became part of religion?

this is the hinduism of orthodox brahmins :P
you do certain things and your "dharma" has been destroyed. could be eating meat, could be touching or seeing a "low" caste person, could be crossing seas.
personally i havent encountered this kind of people in my time spent in india, but i've mostly lived south of bangalore.

Once destroyed, how the person is treated who got his / her Dharam Bharsht? Is there any terminology like 'Wajib ul Qatl'?

vedas probably dont even talk about this stuff. and my guess (completely my opinion here) is the orthodox brahmin will reference some upanishad (which in themselves are pretty esoteric and hard to interpret literally) and claim such and such. a lot of it is family tradition and extreme interpretation.
as for remedial measures, there are all sorts of things from special ceremonies to donating to temples and performing penance for a prescribed time etc. theres a joke that if you have money, the brahmin has a solution for you (no offence my brahmin frans). as for wajib ul qatl, if you don't do anything, the worst that can happen is excommunication from the family and caste.

i think that's why i saw the ONLY Hindu [Baniyaa] in my village would take a quick shower before meals. a shower that wouldn't even wet his entire body. a shower with just one lotaa of water ... lol.
