British started selectively improving Hindus as they thought muslims as their enemy even though Hindus were majority in number and rebellion was essentially a Hindustani effort of throwing British off
So Brits in all their wisdom, declared Hindustanis as non-martial and stopped their recruitment in the army and selectively targeted Urdu-speaking muslim for such treatment, that is why upto 1946, Muslim league was essentially party of Urdu speaking people

But Bengalis were the founding members of Muslim League and what do you mean by British targeted Urdu speaking people? Does that mean Muslims of UP and Delhi?
