In 1971, after a brief civil war and invasion by India, East Pakistan split away and became Bangladesh. President Yahya Khan resigned, and Zulfikar Ali Bhutto, the deputy premier and foreign minister, became president.

It was in his capacity as Yahya's Foreign Minister, that Bhutto went to UN and tore up the Polish Resolution that would have saved a united Pakistan.
