'desperado' as a temp condition and can be changed while perv is almost a permanent health condition which is difficult to change.

well those who are desperate to get laid etc but can't have any are desperado but pervs are those who either know they can't have any and sexually harassing people or they are portraying a persona of being a perv to fit in.

In case you're not being sarcastic (hard to tell on GS sometimes :D) sexual harassment is when someone makes the other person feel uncomfortable.. Flirting is meant to be good-natured banter, when it crosses the line and becomes sexual harassment is when you're making that person feel uncomfortable.. Not really that different from when people take jokes..
