hahahaha, i was late to my grad party for like 30 min, and I got to hear it from the entire desi community that showed up to it. they all knew my dad wasn't gonna waste time, so people were actually there before me. :O
If people know you're not gonna dilly dally, they'll be there. You just have to serve the food on time ONCE and let them eat cold food, and next set of parties, everyone will be on time.

I've seen it work when it comes to Eid salat, where we had it scheduled for 8AM. Most people thought it would be 8AM DST and ended up missing it. After that, I've generally seen people come on time.
Very reluctantly we accepted a brunch offer on Saturday. Hosts invited 3 families at 11:30. We were dot on time. Last family showed up at 1:30 PM and the wife had the guts of throwing guilt trap at my wife of showing up on time.

It is too much, really. I just don't see this changing because desi people don't value time. Its something I have seen so much I have accepted it. When I am doing hair and makeup appointments for a bride...I am on time because I don't want to rush. However, I still on average wait for an hour before I can start because no one's there.
I don't know what it is. Maybe they leave too much to be done on the day of the wedding/function and that sets them back a bit. Whatever it is, a 3 hour delay in unacceptable.
^ one hindu wedding that I was invited to had a mahoorat of 4:45 am.
needless to say I didn't attend the ceremony......only the reception that afternoon.
but yeah.....it is getting a bit tedious to deal with this DST issue.
when we show up on time everyone else is late.....when we accommodate for DST we end up being late.
the best approach is perhaps to give the folks a call or contact someone else you know that is attending and ask for an update then plan accordingly......
ultimately you have to live by the time you have got as X2 says.
