It is really nice news for Karachi and MQM that population of Karachi has increased to 18 million. If population of Karachi has increased to 18 million then that comes to around 12 percent of Pakistani population and 48 percent of Sindh population. So, if that is the case then why resident of Karachi are deprived of their representation according to population in Pakistan NA and Sindh PA?
At present only 24 NA seats (20 elected plus 4 for women and minority) out of Pakistan 342 NA seats are allocated to Karachi. Similarly, only 42 PA seats out of Sindh 130 seats are allocated to Karachi. Anyhow, according to population (18 million), Karachi should get 40 NA (32 elected and 8 for women plus minority) plus 63 Sindh provincial assembly seats. This number of provincial assembly seats means there would around 12 out of 100 senators from Karachi in Senate, instead of around 7 senators at present.
Plus, as Karachi gained around 4 to 5 million Pakhtuns from Pakhtunkhwa and that is around 23 percent of Pakhtunkhwa population, then Karachi should get 23 percent share from whatever money Pakhtun-khwa get allocated in National Finance commission award, as money allocated in NFC Award is mostly based on population but that population no more live in Pakhtunkhwa, rather they live in Karachi. Obviously, we should not expect that Karachi should provide facilities to all those Pakhtuns whose share of money from federation is given to Pakhtunkhwa and get spent in Pakhtunkhwa (or get stolen by people who get elected in Pakhtunkhwa). Right to spend or steal that money should be of those who get elected from Karachi. At present representative of Pakhtunkhwa steal or spend that money. Anyhow, since 23 percent of that money belongs to Karachi, that money should be given to representatives of Karachi to steal or spend.
So before anything, we should do campaigning to get seats from Karachi increased so to represent population in Karachi, and also to get those allocated NFC awards from Pakhtunkhwa transferred to elected representatives in Karachi, whoever that representative may be and in whatever way they won the election in Karachi.
Anyhow, rigging is widespread problem in Pakistan and every party gets accused of rigging by those who lose election, not just in Karachi but all over Pakistan, so we have to think of getting rid of this menace.
For instance, as for accusation of getting elected from rigging is concerned, obviously MQM, rather all political parties would claim that they got genuine votes of Pakistanis. MQM never claims that they represent any one single community; rather they vocally claim that they are the biggest representative of every community living in Karachi. Actually, they point out that because of such representation of every Pakistani community, they now hold 2 seats in Kashmir, 1 seat in ‘Gilgit and Baltistan’, spreading themselves all over Pakistan, and get thousand of votes during election in PakhtunKhwa, Punjab as well as Baluchistan.
Anyhow, complain is there, not only in Karachi but across Pakistan. Thus Pakistan needs a constitutional change to get rid of this rigging complains from all over Pakistan. The change in constitution should be that, once elected government finishes their term and interim government is formed, chief or army staff should automatically become head of election commission and army supervises election all over Pakistan. It should be such that throughout country, each polling station should have political agents from political parties contesting election in that constituency, plus armed army personals with an officer in polling booth supervising polling so that rigging do not happen. Once election time passes, each polling station should have counting in front of poling agents and army personals. After counting, the result of that polling station should get fed on internet straight from polling booth for all to see throughout Pakistan. At election commission office, people under army can tabulate the counting of individual polling stations getting data from internet (that anyone should be able to do who has access to internet) and announce the result. In this way, there would be no reason to complain about rigging anywhere.

LOL Sa1eem. You are making a lot of people very uncomfortable. They don't want to talk about the number of people (not just Pushto speaking but also Punjabi, Sindhi and Balochi speaking) that live in Karachi but claim domicile of other areas. They want the NFC and other funds for those areas, government jobs etc for those areas, not for Karachi. Adjusting seats and jobs for Karachi for the number of people actually living in Karachi will cause too much trouble for the people taking advantage of this system.

Yea, you are right. Pakistan should be fair to all.
And please, do not forget the quotas in federal government jobs. At present, quota of Pakhtunkhwa is 11.5 percent. Quota of Tribal and northern areas is 4 percent. Anyhow, since around 23 percent of population from those areas migrated to Karachi, their quota in federal government jobs should reduce too, transferring those quotas to Karachi. For instance, 11.5 percent quota of Pakhtunkhwa should get reduced to 9 percent and 4 percent quota of Northern and tribal areas should get reduced to 3 percent. On the other hand, those job quotas, around 3.5 percent that goes to Pakhtunkhwa, tribal and northern areas, should get transferred to people holding Karachi domicile and educated Karachiets should benefit from those transferred quota jobs.
Well, similarly a portion of quota from Punjab should get transferred to Karachi too, depending on population of Punjab migrating to Karachi. I think if that would happen, Karachi might gain another 3 to 4 percent federal job quota transferred from Punjab to karachi, whereas Punjab would lose that much of their federal job quota.
I am sure such fair move in Pakistan would be appreciated by Karachiets, as if that would happen, it would be a nice music to the ears of Karachiets educated as they would gain around 7 to 8 percent quota in federal jobs at the expense of Pakhtunkhwa, Punjab, Northern areas and Tribal areas. :)

hmm ... well, being fair is fair and no one should complain, as that would be according to population gain of Karachi and population loss of Pakhtunkhaw, Punjab, and Northern plus Tribal areas to Karachi. :)
You are right that such talk might cause lot of commotion amongst wishful dreamers hoping to colonise Karachi, but then it is surprising that such voice is not getting raised by educated karachiets who would gain most from such move. Let hope what I mentioned above becomes future demands of Karachiets and their political representative MQM, as both would gain most from such moves once implemented, as what they would be asking for is their rightful right.

Why such claim seems so funny to you? Actually I wrote that if there are 4 to 5 million Pakhtuns living in Karachi than it means around 23 percent of Pakhtunkhwa population is living in Karachi. I never thought that it would need rocket science knowledge to understand that, as what I wrote is basic arithmetic of 6th grade schooling :)
In 1988 census, population of NWFP (Pakhtunkhwa) was around 17.5 million (or 13 percent of Pakistan population). Today estimate would be around 22 million if no one migrated out of Pakhtunkhwa. Anyhow, if around 4 million migrated to Karachi then certainly 2 to 3 million would have moved to other cities too. That means present day Pakhtunkhwa population should be no more than 15 to 16 million (or 9 to 9.5 percent of Pakistani population).
Estimated population of Karachi today is around 18 to 20 million (or 11 to 12 percent of Pakistani population). That is certainly larger than whole population of present day Pakhtunkhaw and almost half of Sindh’s population.
Only thing that should be of concern is that, since population of Karachi increased so much over last 12 years, it would be fair that Karachi should get NA representation, PA representation. Senate representation, quota in federal jobs, share in NFC awards, appropriate to Karachi present day population, what Karachi is not getting. To keep everything fair, this can be done by transferring shares in all these allocations from those places, like Punjab and Pakhtunkhwa, who lost their population to Karachi. I think all patriotic Pakistanis should campaign for Karachi so that Karachi gets its fair share in Pakistan.

How about developing smaller cities so that pressure of immigration to Karachi is reduced? Looking at development level of other cities of Sindh, we can easily find reason for the ballooning population of Karachi. Even the elected representatives from rural sindh live in Karachi. it is fair to say that most of the provincial resources are being spent on one city alone which is unfair to the smaller, lesser developed cities.
