Yes Islam has democracy.
The Holy Quran says:
"Shura bainahum"
Islam commands us to do consultation is making decisions.
I think that the difference in the Western democracy and the Islamic democracy is that (MAy Allah forgive me if i am wrong), there are some rules that cannot be changed and have to be implemented as told in the Quran as need arises. Like gay marriage etc. These things are decided and so no question about it. So in a democracy in this case a rule was passed that it is legal because majority has a say in everything even if it is wrong. So while believing that supreme authority is with Allah and its His Law (Quran) that will be implemented in the land. Allah is the knower of all things and the best decision maker.
