OP: It hasn’t been definitively explained. For a general and simple sort of read into it look it up on wikipedia.
One theory that I find interesting is that the experience that you are having gets stored in your brain as a memory. Thats why as you carry it out it seems to be a “memory-in-progress”, giving one the feeling that this has been done before. If this theory is true it is still not proved and no idea as to what causes this irregular registry of experiences.

An example that comes to mind is India beating Pakistan in cricket again and again and again. Why does it happen? Don't know.
Same questions were always asked when the tables were turned in 70's 80's and 90's :)
