Not sure about that. Landlords don’t give permission for anything other than neutrally painted walls in the majority of cases. As Brit Chick said, if they do allow it, it’s with the proviso that the tenant repaints in neutral colours before they leave which is a hassle.
Curtains, cushions, throws, nice lamps and lampshades, colour-coordinated accessories for the bathroom - plenty of things you can do.
