Similar attacks have killed hundreds of people in recent weeks, as the army carries out an operation against Taliban militants in South Waziristan.
Local TV footage showed ambulances and rescue workers at the scene of Monday’s blast.
It took place in the car park of the Shalimar hotel in a busy area of the city, Rawalpindi police chief Aslam Tareen told the BBC.
“It was a huge blast. I saw smoke rising from one of the buildings. I sped up to escape,” witness Sajid Khan told a Pakistani television station.
