yeah you could derive a fixed time constant from other forms of simple harmonic motion too. an RC circuit with some way of compensating for decay, an LC circuit in resonance, some kind of mechanical equivalent spring that compresses and decompresses under a known force. if you have a uniform graviational field the pendulum is an easy choice. whatever way you pick, connect the unit of measurement with a counter, and you got yoself a clock.
