The dead gun yeilding robbers family - could demand an obscene amount of 'blood money". Even the innocent one who died, could be covered.
Everyone can be happy - even Zadari, who would be paid his usual commission of 10%.

its NOT like that. first of all, the victim’s next-of-kin must VOLUNTARILY accept the money and secondly he doesn’t go FREE to roam the street. he still rots in jail…the only thing money buys is the killer’s life, he’ll NOT be executed. this pardon’s purpose is to help the victim’s family if he was the sole bread-earner.**
