I am not sure about the minds of Pakistani public, but it has been very successful in getting India's message across. Whether correct or not, there is now a perception across the globe that elements in Pakistan are involved. Despite Indian PM's statement (whilst the attacks were still going on) that Pakistan is involved, it was not effectively challenged by Pakistani leadership. Pakistani leadership has been on the back foot from the moment the tragic events started to unfold in Mumbai.
