This actually slipped by me, talk about a disgusting admission:

Deputy attorney general Rana Irshad Ahmed submitted that the agencies are the most important institutions of the country and they are not under the control of any one and not even under the defence ministry.

Title changed because it was the DAG (Deputy Attorney General) not the AG (Attorney General) who made this statement; secondly from looking at the article he mentioned the problem being a lack of "control" and not "accountability".
