Not really - if you've seen some of the old ninja costumes - they are as billowy, They develop movements that take into account the swirls and then it becomes 2nd nature.

Everything is practice.

Oh God, if its real, then watch. Now western eyes will be on Muslim women too - they'll be seeing this scene when they see someone in a burqa outside!

the women were wearing that black full-length robes just for the ceremony that was being filmed (celebrating the second batch of Iranian women graduating in the police academy).
they wear regular black jacket when on duty.
