thats why i said “i dont know how” in the very same post you are referring to.

and if you read the first part of the post, that is if you could understand what Allama Iqbal is trying to say there, you will get the idea.

for starters like me, it means that a university professor, a seasoned business man, technologist, an experienced statesman, an agriculture expert, an economist, an aalim, a labour union leader… they all should have their say weighted as compared to other equally important members of society in their respective domains. a villager bought out for few thousand rs, or a citizen of a large metropolitan bought for his life by no means stand at par to the people mentioned above. an economist choosing candidate-A for his policy, while a 5-party-loyals voting for candidate-B is recipe of disaster…

i dont know how you could implement the “weighted-count”, its job of the intelligentsia of our society, my job is to raise the concern where i think i should, and i’ll keep doing that.
