An action of an individual is not a manifestation of Allah's will directly, however Allah's will is in the creation of a possible action embarked upon by an individual.
I am sure we are saying the same thing, just differently.
Yes ... we are saying the same thing. We choose ... He facilitates those choices be they harmful to us or beneficial, otherwise the promise of freedom of choice will never be fulfilled.
Additionally every juncture we cross on our life paths the hardships are tests for patience and reward follows and blessings are tests for gratitude and reward follows. So repentance is like an opportunity for seeking reward as well as being a declaration of 'I could have done that better'.
We should learn from our mistakes not grieve (too much) over them
