Several issues have come up, one is the PML doesn’t want the PPP to get credit for the package..second it’s pushing it’s own agenda over a broadbased consensus. If every party pushed for their own agenda ..whats the point of a consensus committee?

ISLAMABAD: The joint session of Parliament slated for Friday has been canceled, an official statement said on Thursday. President Asif Ali Zardari had summoned the session.
The government and other political parties were planning to table the 18th Constitutional Amendment Bill during the session. But the abrupt cancellation brought to the fore serious differences among coalition partners.
Former Prime Minister Nawaz Sharif told a press conference he did not want the 18th Constitutional Amendment tabled without consensus.
Sharif said constitutional reforms alone offered better political future for the country.
Information Secretary of the Awami National Party Zahid Khan told Arab News his party had differences with other parties including the Pakistan Muslim League (N), Pakistan Muslim League (Q) and some other groups over renaming NWFP as Pakhtunkhwa.
The Pakistan People’s Party also has some reservations over the proposed curtailment of presidential powers through the 18th Constitutional Amendment.
The 18th Constitutional Amendment will go through different stages, mostly technical and procedural, before it is tabled in the National Assembly, said Ahsan Iqbal of Sharif’s PML(N) party.
Leader of the House in the Senate Nayyar Bokhari told media men that in the absence of a new name for NWFP, the constitutional amendment bill could not be moved in either house of Parliament.
