I agree it was a big win for PML(Q) apparentlly Azam Tariq voted for them too...I am confused by how many votes the MMA guy got..it was a lot more then i expected. it seems like undecided MNA's and the PML(N) voted for them...

National Assembly is going to elect Prime Minister tomorrow. Woo hoo!

NA Elects PM Tomorrow

ISLAMABAD: **The president on Tuesday summoned the National Assembly at 10 am Thursday to elect the prime minister, leader of the house, through ascertainment. This will mark the beginning of a democratic era as power will be transferred to public representatives.

The Grand National Alliance (GNA), the Muttahida Majlis-e-Amal (MMA) and the Pakistan People’s Party Parliamentarians (PPPP) have nominated Mir Zafarullah Jamali, Maulana Fazlur Rehman and Makhdoom Amin Fahim, respectively, as their candidates for prime ministerial slot.**

Unlike the election for speaker that was held through secret balloting, the election for prime minister will be held through ascertainment by division of members supporting the respective candidates.

The assembly rules provide that the it shall not transact any business, after elections for the speaker and deputy speaker, unless it has been ascertained, which one of the members of the assembly commands the confidence or the majority of the members.

This ascertainment will be secured without any debate. The nomination papers can be delivered by a candidate or his proposer or seconder to the secretary National Assembly by 2 pm on the day preceding the day on which the ascertainment is to take place.

The speaker will scrutinise the papers, as his decision of rejecting or accepting any nomination paper will be final. The candidate may withdraw his candidature at any time before the ascertainment takes place.

If there is only one contesting candidate and he secures the support of the majority of the members of the assembly, the speaker shall declare him to be the member commanding the confidence of the majority of the members of the assembly.

The mode of ascertainment is not defined, though it can be held through show of hands or by division for which the speaker will make rules, which would be known to all the members. Normally, it is held through division.

The rules provide that if there is only one contesting candidate and he is not able to secure the support of the majority of the members of the assembly, all proceedings shall commence afresh for the ascertainment.

If there are two or more contesting candidates, the candidate who secures the support of the majority of the members of the assembly shall be declared to be the member commanding the confidence of the majority of the members of the assembly.

If no contesting candidate secures such majority in the first round, a second round shall be held between the candidates, who are supported by the two highest numbers of members in the first round and the candidate, who is supported by majority of the members shall be declared to be commanding the confidence of the majority of the members of the National Assembly.

However, it is conditional that if two or more candidates are supported by an equal number of members, further round shall be held between them until one of them secures support of the majority of the members.

The prime miniser-elect will then take oath to be administered by the president, who will invite that member, who secured majority through ascertainment, to be the prime minister in terms of Article 91 (2) of the Constitution.

Normally, the oath-taking takes place on the same day the prime minister secures majority of the house. However, the prime minister has to secure vote of confidence in terms of Article 91 (3) of the Constitution within 60 days from the National Assembly

Three politcians will be contesting for PM slot tomorrow Nov 21, 2002.

PPPP dropped out Makhdoom Fahim Amin.

  • Shah Mehmood Quereshi from PPP

  • Maulana Fazl-ul-Raham from MMA

The PML Q people are trying to convince Imran Khan to vote for their candidate... However he is planning on the FazlurRahman counter to vote for him, so I guess he voted for Fazlur.

The forward bloc (or forward lotas) have voted for the PML(Q) candidate, minus Faisal Saleh Hyat who is being convinced by PPP people to vote for their candidate.
