Being conscience is doing something knowingly right or wrong. You are fully aware of the action and consequence about to take place.
Being kindhearted is when you can do something, small or large, for another being. Even, if it is for someone who has done wrong to you.
I do think they go hand in hand. However, in society today it’s always a very thought out decision on whether or not we will be kindhearted to others. Usually, it’s the mindset of if I do this for you, what will you do for me.

yes it’s a mindset for most but still some people are genuinely kind-hearted withOUT any profit/give&take stuff… they only care about their peace of mind…
