It is not correct ,
Nothing was left safe in EP except pro-Pakistan chakma Qabails area near Chatgam , India Occupied Jaisur a big border city and army cantonment on western side of EP two months prior to 16th December . There was all foolish acts done during the war from March to December . This was all result of grabbing power of traitor **Ayoub Khan **, his martial law and forge elections . You mean Yahya Khan. Ayub Khan was dethroned in 1968 on gun point by Yahya Khan.
