Congo declines Indian troops

The Democratic Republic of Congo has asked the United Nations not to send any more Indian peacekeeping troops to the troubled east of the country.

A government spokesman told the BBC there were already enough in the force but gave no further reason.

Over the last few years, Indian peacekeepers have been accused of gold trafficking and sexual abuse.

India says it takes firm action against perpetrators if allegations are proved and has disciplined troops in the past.
Last week, the Security Council agreed to send 3,000 more troops to DR Congo where more fighting has been reported between rebels and a rival militia.
Recent weeks have seen heavy fighting involving rebels, government troops and pro-government militia which has displaced more than 250,000 people.

“There are already enough Indian troops in Congo, and the UN reinforcements should come from other countries,” government spokesman Lambert Mende told the BBC.
He said there was a need to “redress the balance” of the make-up of the 17,000-strong UN force in DR Congo, known as Monuc.
Indian soldiers make up a quarter of Monuc’s numbers.
Last week, 44 community groups in DR Congo wrote a letter to the UN Security Council asking for European troops to be sent to the region to halt atrocities there.
In the latest fighting, rebels led by dissident general Laurent Nkunda attacked the pro-government Mai-Mai militia on the road to Uganda, north-east of the rebel-held town of Rutshuru.
The UN condemned the clashes as a violation to last week’s ceasefire, but Gen Nkunda’s men say they were conducting operations to secure the population from Rwandan rebels known as FDLR.
Gen Nkunda has said he is fighting to protect his Tutsi community from attack by Rwandan Hutu rebels, some of whom are accused of taking part in the 1994 genocide.
Reports say clashes also erupted on Tuesday north of Nyanzale, an area Gen Nkunda’s men had withdrawn from to make way for a buffer zone.
Meanwhile, Monuc has reported more lootings perpetrated by Congolese soldiers in a village further north of the ceasefire zone, around Lubero.
UN special envoy Olusegun Obasanjo, who negotiated the ceasefire, is expected for a second visit to DR Congo at the weekend.

Congo might have asked for … but it seems Pakistan is not interested … after all the fight has started and the dont want to be stuck there fighting … This is the statement of the Pakistani US ambassador … they want to get out of Africa

He told the Belgian minister about some problems caused by long tours of duty of UN peacekeepers, especially in Africa where conflicts were increasing and becoming more risky, as well as lack senior officers in the field missions and difficulties of co-ordination and co-operation among different segments.

Pakistan offers naval support for anti-piracy campaign
UNITED NATIONS: Pakistan has offered to provide naval support to the international anti-piracy campaign off the Somalian coast, provided the United Nations (UN) Security Council lays down a clear mandate.

According to a press release, the offer was made by Pakistan’s UN Ambassador Abdullah Husain Haroon during a meeting with the visiting Belgian Defence Minister, Pieter de Crem, on Monday during which the increased incidents of piracy in the Molluca Straits, the Red Sea and the Somalian Coast were discussed. The ambassador also discussed UN peacekeeping operations and the problems faced by troop contributing countries.

While offering Pakistan’s naval assistance, Ambassador Haroon said that the government would consider taking a lead role under some conditions: to press into service UN-permitted Pakistan Air Force support missions in the region from bases in the Arabian peninsula as well as financial arrangements, provision of technology, weaponry to its personnel, who would serve under their own senior naval commander. What are the some problems ... the tour of duty for UN is one year, so now they are complaining about going for one year .... home sick or what ....

Pakistan has been taking part in UN missions (in africa) for so many years now .... why suddenly it is becoming risky ...... man there is war and they want no part of it ....

Actually what the problem is that there are UN troops that don't do their job. I am currently in Darfur with the UN and all the civilians can't wait for the Pakistani engineering company to arrive to build our new base. Hell the head of Engineering openly stated in a meeting that he prefers working with Pakistanis. They do a proper job and his past 10 years in the field they are the only ones along with the French and South Africans who take pride in their work and always meet the deadline.

As the problems. Pakistan is the largest TCC. Troop contributing country (TCC). Other countries need to pick up the slack. We have a fight in Pakistan, protect our border against a rabid India and a wild wild west in Afghanistan and how you expect us to send more troops to DRC - when we have troops in all the African missions already and other locations on top of that. Smart one aam.

With the precarious financial situation that Pakistan is ..... every dallar counts!!!!!!!! You would have more information about it !!!!!!!

KINSHASA (AFP) – The Congolese government has written to UN Secretary General Ban Ki-moon asking him not to send any more Indian troops to reinforce its peacekeeping mission, according to a letter read to AFP Tuesday.

India is not mentioned by name, but diplomatic sources told AFP the government of the Democratic Republic of Congo is without doubt referring to the Indian contingent of MONUC, the UN peacekeeping mission.

“In view of the numerous abuses of power carried out by certain troops within MONUC, the (Congolese) people would not understand if soldiers from the same country would be used to boost numbers within MONUC,” says the letter, which was read to AFP by diplomatic sources.

Indian peacekeepers have been accused of sexual abuse and MONUC admitted in August that some Indian troops could have been involved.

The letter could prove a major diplomatic embarrassment to the UN. Some 90 percent of the peacekeepers patrolling the troubled Nord-Kivu region are from India and New Delhi is also providing assault helicopters for the mission.

The UN Security Council voted last Thursday to send 3,000 reinforcements to the country. Which countries will supply the extra troops and when is still to be undecided.

The UN has been criticised for failing to protect the estimated 250,000 displaced people by both the rebels and government forces.

Congolese Foreign Minister Alexis Tambwe Muamba handed the letter addressed to Ban to the deputy head of the UN mission Leilaq Zeerougi on Saturday, the same diplomatic sources said.

MONUC spokesman Madnodje Mounoubai confirmed that a letter from the Congolese foreign minister had been received Saturday, but declined to give details on its contents.

The Congolese government also confirmed Muamba had sent a letter to Zerrougui on Saturday, but gave no further comment.

MONUC has been operating in Congo since 2001. It is one of the largest UN missions worldwide with 17,000 peacekeepers currently deployed there.

We can all have friendly jibes at India, afterall it feels good to stick them once in a while. However we ought to be fair as much as possible.

This thread gives the impression that somehow Indian soldiers are not welcome and that is not true. Read between the lines and see that Congolese are asking for gora sipahis or white masters.

UN ought to tell them, beggars can't be choosers. Either these 44 tribes figure out how to live peacefully or $hut the f up. UN is not a big Amma Jaani to clean up all the messes that you the 44 tribes have made. So take what you can get and stop being cry babies.

Oh well what can you expect from these tribals or for the sake of discussion any tribals. We ought to look at our own tribals. They too are hell bent on destroying their own lands. And if Pak army was not there, you can bet your bottom dollar, these tribals would invite NATO troops.

Such primitive beings do not have brain power to evolve a modern state. They will continue living in caves and following their uncouth ways.
