you have $2000 total including taxes, shipment etc. to configure a Dell laptop that should be able to easily multitask SPSS, and Office suite of applications plus the usual wi-fi/connectivity stuff.. CD-RW a must.. DL DVD-RW ok if u can fit it in the budget.
