This is nothing other than blatant anti-Wahabi propaganda.

The document is clearly a fake. The style is very different from old British prose, but most importantly, it refers to fictional organisations and positions such as the Ministry of Colonies and Minister of Colonies.

The document states :
"In the Hijree year 1122, C.E. 1710, the Minister of Colonies sent me to Egypt, Iraq, Hidjaz and Istanbul to act as a spy and to obtain information necessary and sufficient for the breaking up of Muslims"

Whoever came up with this forgery completely ignored the following facts:

1) Britain has never had an organisation called the Ministry of Colonies, nor a Minister of Colonies
2) The nearest equivalent, the Secretary of State for the Colonies, was only created in 1768, in response to the troublesome behaviour of the American colonies.
3) Prior to 1768, the colonies were administered by the Secretary of State for the Southern Department, who was responsible for Southern England, Wales, Ireland, the American colonies, and relations with the Catholic and Muslim states of Europe.

The document also earlier claimed:

"Our State is relatively weak yet in its colonies in India, China and Middle East. "

In the 1700s, Britain had no colonial holdings in China or in the Middle East. In addition Britain's holdings in India were not considered to be colonies but were at the time the legal corporate assets of the British East India Company.

This thread's about a pathetic attempt at Wahabi-bashing. I mean, if they're going to fake a document at least try and come up with something that doesn't fall apart in the third sentence through claims of britain having colonies in China in the 1700s.
