there is no compulsion in Islam to FORCE a non-muslim to accept Islam…

once a person has accepted Islam, than a mulsim is bounded by many laws and there is very much a compulsion on him to follow these rules and authorities have the right to warn/punish him according to shariah whereever he diverts from it…

the verse is misunderstood by many muslims who think that muslims can do anything and other muslims have no right to tell them that they r doing something against Islam…
