If you really think about it in simpler terms, theresnt much difference between India and Pakistan in terms of resources - material and human. Two key differences are: size and religion influence in policy. As someone pointed out having reached critical mass in size of middle class, if Pakistan can somehow get rid of the religion zealotry, there's no reason why the economic woes cannot be overcome.That and putting army in place.
